Exhibit 4-3 is a chart that shows the percent of additional travel time by urbanized area size from 1987 to 2000. The vertical axis measures percentages from 0 to 90 in increments of 10 percent. The horizontal axis measures each year from 1987 to 2000. There are four lines, one for each population category. The first line, for urban areas with populations of more than 3 million, started at 56 percent additional travel time in 1987. The number climbed to 67 percent in 1990 and 1991, then declined slightly over the next three years to 63 in 1994. In 1995, the number began rising again to and peaked at 78 percent in 2000. The next three lines all increase, but at lower percentages. The second line, for urban areas with populations of 1 to 3 million, started at 23 percent of additional travel time in 1987 and climbed steadily every year to a peak of 53 percent in 2000. The third line, for urban areas with populations of 500,000 to 1 million, started at 13 percent of additional travel time in 1987 and climbed steadily every year to a peak of 32 percent in 2000. And the fourth line, for urban areas with populations of less than 500,000, started at 5 percent of additional travel time in 1987 and climbed steadily every year to a peak of 21 percent in 2000.
