Percent of Travel Under Congested Conditions, 1987 - 2000

Exhibit 4-9 is a chart that shows the percent of travel under congested conditions from 1987 to 2000. The vertical axis measures percentages from 0 to 50 in increments of 5 percent. The horizontal axis measures each year from 1987 to 2000. There are four lines, one for each population category. The first line, for urban areas with populations of more than 3 million, started at 34.5 percent in 1987 and climbed to 37.3 percent in 1990. The number then stayed fairly level the next four years, and in 1995 began rising again to a peak of 40.4 percent in 2000. The next three lines roughly parallel the first, but at lower percentages. The second line, for urban areas with populations of 1 to 3 million, started at 24.9 percent in 1987 and climbed steadily every year to a peak of 35.6 percent in 2000. The third line, for urban areas with populations of 500,000 to 1 million, started at 20.2 percent in 1987 and climbed steadily to a peak of 28.4 percent in 2000. And the fourth line, for urban areas with populations of less than 500,000, started at 18.3 percent 1987 and climbed to 20.6 in 1990. The number then declined to 20.3 and 18.8 over the next two years, then rose again to a peak of 22.6 percent in 1993. The number then went up and down slightly the next few years and settled at 22.4 percent in 2000.
