Exhibit 5-16 is a bar graph that shows transit-related incidents, injuries, and fatalities per 100 million passenger miles traveled (PMT) between 1990 and 2000. The vertical axis measures 0 to 300 incidents/injuries/fatalities in increments of 50. The horizontal axis measures each year from 1990 to 2000, with three bars for each year-incidents, injuries, and fatalities. Incidents had the largest numbers, but steadily declined over the time period. There were 251 per 100 million PMT in 1990, 245 in 1991, 210 in 1992, 192 in 1993, 200 in 1994, 176 in 1995, 165 in 1996 and 1997, 153 in 1998, 146 in 1999, and 142 in 2000. The number of injuries was more consistent; there were 148 in 1990, 145 in 1991, 155 in 1992, 154 in 1993, 164 in 1994, 161 in 1995, 154 in 1996, 151 in 1997, 143 in 1998, 138 in 1999, and 135 in 2000. Fatalities were by far the lowest numbers, between only .69 and .89 per 100 million PMT per year over the time period.
