Highways Revenue Sources by Type, All Units of Government 1921-2000

Exhibit 6-4

Exhibit 6-4 includes a chart that shows highway revenue sources by type for all units of government between 1921 and 2000. The vertical axis measures percentages from 0 to 80 in increments of 10 percent. The horizontal axis measures the years from 1921 to 2000 in increments of 4 years. There are three lines: user charges, other income, and bond issues. User charges started lowest at 10 percent but steadily grew to 63 percent by 1943. The line then dips to about 43 by 1954, then rises again to a plateau of between 68 and 74 percent in the period between 1956 and 1972. Finally, user charges ends at a lower plateau of between 55 and 63 percent between 1973 and 2000. Other income started high at a peak of 73 percent in 1922 but steadily dropped (barring some fluctuation in the 1930s) to 20 percent by 1956. It continued around 20 percent for the next 15 years, rising throughout the 1970s to about 40 percent, then staying between 30 and 35 percent from 1982 to 2000. And bond issues have consistently been the lowest portion of all three. It fluctuated between 12 and 25 percent between 1921 and 1932, dropping to below 10 percent throughout the 1930s and '40s. From a low of nearly 0 percent in 1944, the line rises to a peak of 32 percent by 1955 only to drop to about 8 percent by 1962. From there the line remains between 5 and 13 percent from 1963 to 2000.
