Exhibit ES12B is a pie chart that shows the average annual cost to maintain highways and bridges, distribution by improvement type. $37.1 billion, or 48.8 percent, is for system preservation; $32.9 billion, or 43.3 percent, is for system expansion; and $6.0 billion, or 7.9 percent, is for system enhancement.
