Transportation Conformity Highlights

FHWA Seeks Nominations for 2007 Environmental Excellence Awards. The FHWA is seeking nominations for its 2007 Environmental Excellence Awards program. The biennial awards program recognizes outstanding transportation projects, processes, and people who incorporate environmental stewardship into the planning and project development processes using FHWA funding sources. Nominations are accepted from anyone and can be in any of 12 categories including air quality improvement, environmental leadership and environmental research. Nominations are due August 15, 2006.

FHWA Releases Frequently Asked Questions on PM2.5 Project-Level Conformity and Hot-Spot Analyses. FHWA recently released a document including frequently asked questions about PM2.5 project-level conformity and hot-spot analyses. The document includes information on when PM2.5 project-level conformity applies, how project-level conformity applies for different types of projects, at what phase in project development project-level conformity should be determined, how to determine project-level conformity for multi-phase projects and other important questions related to PM2.5 hot-spot analyses. The Frequently Asked Questions document was distributed by FHWA to its Division offices in each State and is available for download at www.fhwa.dot.gov/environment/air_quality/conformity/policy_and_guidance/faqs/pm25faqs.cfm.

EPA Releases Recommendations for Reducing Emissions from the Legacy Diesel Fleet. EPA recently released its report on reducing emissions from the legacy fleet of diesel-fueled vehicles. The document provides EPA's recommendations on emission reduction opportunities and approaches to reducing diesel emissions. REMINDER: End of Grace Period for Required use of MOBILE6.2 and AP-42 for PM10 conformity analysis. EPA's 2-year grace period, which ended on May 19, 2006, requires that, in most cases, MOBILE6.2 and AP-42 be used in new PM10 conformity analyses. FHWA to Hold Qualitative PM Hot-Spot Analysis Webinar. The FHWA Resource Center will be offering a webinar on conducting qualitative PM Hot-Spot Analysis on June 7, 2006 from 1 - 3 PM EDT. The webinar is specifically designed for project sponsors and FHWA Division staff that will need to know how to conduct qualitative PM hot-spot analysis in accordance with the March 29, 2006 joint FHWA/EPA Guidance for Qualitative Hot-Spot Analysis in PM2.5 and PM 10 Nonattainment and Maintenance Areas. Project-level Highway Air Quality Analysis Workshop. A web conference is planned that provides concise instruction on conducting project-level highway air quality analyses to meet NEPA and project-level transportation conformity requirements. The web conference will be held for four consecutive days from Monday, June 12 through Thursday, June 15, 2006 from 12:00 pm to 4:00 pm EDT, each day. The web conference will address FHWA and EPA policy and the qualitative and quantitative methodologies recommended for evaluating transportation-related air pollutants such as carbon monoxide, particulate matter, and mobile source air toxics and pollutant concentrations adjacent to highway facilities. Class exercises will be conducted to provide participants the experience of running the MOBILE6.2 and CAL3 models using the Easy Mobile Inventory Tool and CAL3Interface programs developed by the FHWA Resource Center.
