The purpose of this memorandum is to allocate FY 2002 Discretionary Bridge Program (DBP) funds for 19 projects. A listing of these projects is attached. As you are aware, Conference Report 107-308 for the FY 2002 DOT Appropriations Act directed funding for specific projects under the DBP. A number of the projects specified in the Conference Report were not eligible for DBP funding because of conflicts with statutory, regulatory or administrative criteria. Please note that many of the projects contained in the attached list do not meet the FHWA administrative criteria for the DBP. However, for FY 2002, the Administrator has waived the administrative criteria.
We are holding funds in reserve in case Congress enacts legislation concerning projects that do not meet statutory or regulatory requirements for the DBP. Also, announcements for the Seismic Retrofit Program as well as the National Historic Covered Bridge Preservation Program will be made at a later date.
The attached DBP awards include 100 percent obligation limitation. Those projects, which cannot be obligated in FY 2002, will need to be submitted through the standard application process in the future. Those projects, which are obligated prior to the end of FY 2002, will be considered as continuing projects in future years. Continuing projects receive priority consideration when the Secretary makes DBP selections.
We are requesting each Division that has projects listed in the attachment to monitor the obligation of funds. Please advise the Office of Bridge Technology, HIBT-30, as soon as possible, if the funds are not going to be obligated this fiscal year.
The Federal share payable may not exceed 80 percent of the cost of the project and should be programmed under Appropriation Code Q06. Federal involvement in the project should follow the current implementing guidance for project review, oversight and administration.
