Consistency Test Suite

The FHWA's rule permits the use of models other than TNM on projects if such models are consistent with the methodology of the TNM [23 CFR 772.9(a)]. The Consistency Test allows for the comparison of other models' noise level results to TNM's results to determine whether they within an acceptable margin of error. Additional tests may need to be conducted during the validation and approval process depending on the results of the initial testing.

To aid applicants, the Consistency Test Suite has been converted into a more user-friendly tool. Once the user uploads the correct files, this new tool will automatically compare them and provide result outputs on whether the files are consistent. The results will be used by the FHWA in evaluating all submittals.

To use the new Automated Consistency Test Suite (ACTS) tool the user should input the Test Scenarios (provided below) into the 'TNM' side of the tool, then recreate these studies/cases within the target modeling software that will be tested for consistency with TNM. Once the studies are created, upload these equivalent studies into the right-hand side of the ACTS tool and run the tool.

For more information on the types of scenarios and cases please review the Test Scenarios XML files or consult the 2014 CTS End-user Package Report which is archived above and on our Resources page. Please note that the End-user Package Report may contain some differences from the Test Scenarios due to its age and it being focused on TNM 2.5. Where there is a conflict: use the Test Scenarios' information to test for consistency with the TNM 3 series.
