Established in 2017 as part of the Office of Technical Services (OTS), Knowledge Management (KM) helps FHWA collaborate and share knowledge to support agency priorities. KM is focused on creating a knowledge-sharing culture by connecting people and leveraging the technologies that help make those connections.

Carin Michel leads agency efforts to modernize and expand KM practices and develop guidance on processes and tools used to connect people and share knowledge. Carin is a co-chair of the FHWA Discipline Council and oversees FHWA's discipline-based learning and development seminars – the primary technical development vehicle for FHWA employees.
Prior to this role, Carin served FHWA as Program Manager for the Second Strategic Highway Research Program (SHRP2); Project Manager for the Federal-aid Essentials for Local Public Agencies initiative; Manager of the Communications & Marketing Team; and National Media Trainer. Carin also played significant roles in the success of major agency initiatives including Every Day Counts, IdeaHub and the Learning Highway.
Prior to joining FHWA, Carin was a Public Affairs & Media Relations Specialist and Management Analyst for the Internal Revenue Service. Carin is a certified mediator and facilitator, and holds both bachelor's and master's degrees in communications. She loves dogs and endurance sports, and lives in Maryland with her husband, son and pups.
