Attached for your approval is a listing of the outdated FHWA directives and policy memorandums that need to be formally canceled since they have become obsolete and/or are no longer required. The outdated documents were identified by the management officials in the offices that originally issued them, as part of a recent review conducted by the Office of Information and Management Services. The Office of Information and Management Services conducts a review of these documents by canvassing all of the Washington Headquarters offices generally on a 1 to 2 year cycle.

The outdated documents consist of 10 orders, which are the Agency's internal directives that issue permanent or long-term policy and procedures; 3 technical advisories, which are the Agency's directives that issue permanent or long-term detailed techniques and/or technical materials that are advisory in nature, and apply to internal and external entities such as the States; and 15 policy memorandums, which are the Agency's internal and external policy and procedural issuances that are issued in memorandum format rather than directives format.

With regard to the policy memorandums, the Washington Headquarters offices sometime issue a policy memorandum when new and/or revised policy must be disseminated on an expedited basis. The policy memorandums can usually be issued quickly and they do not require the level of coordination and concurrences typically associated with the new directives issuances. For those policy memorandums that establish or revise long-term FHWA policy, we have encouraged the Washington Headquarters offices to issue their new policy guidance in the appropriate directives format soon after issuance. At times, especially following the enactment of new highway legislation, there is a significant increase in the number of new policy memorandums issued.

Since the directives on the attached listing were originally signed by officials within the Office of the Administrator, i.e., Administrator, Deputy Administrator, Executive Director, as well as other subordinate officials, we are requesting your approval to cancel all of them. Following your approval, these outdated directives and policy memorandums will be deleted from the current directives and policy memorandums inventories effective the date of your signature, and they will be moved to the "cancelled" section of the directives web site.
