The Office of Policy and Governmental Affairs (HPL) is responsible for a variety of critical and diverse topics ranging from managing congressional affairs; housing FHWA's traffic and transportation performance data; collaborating with the international community on new highway technology, transportation research, and program.

The Associate Administrator for Highway Policy and External Affairs serves as the principal advisor to the Administrator on the Federal Highway Administration (FHWA) policy and international program activities.

A message from our Associate Administrator for Highway Policy and External Affairs

The Office of Policy and Governmental Affairs supports FHWA, the United States Department of Transportation, and Congress on intergovernmental affairs, international program activities, policy analysis and execution, and policy information needs. The office participates in FHWA policy determinations and program formulations and development and implementation of highway authorization bills.

As Associate Administrator for Highway Policy and External Affairs I serve as the principal advisor to the Administrator on the Federal Highway Administration (FHWA) policy and international program activities. It is my goal to advance the mission of FHWA while working with all transportation stakeholders, including Members of Congress, State agencies, local communities, and other mobility users.
