The Policy and Strategy Analysis Team provides analytical support and strategy formulation in the evaluation of FHWA policies and programs. The team takes a data-driven and system modeling approach to understanding how policies and other factors affect transportation systems and virous performance measures across the country. That includes understanding different factors impacting travelers and transportation suppliers' decisions such as travel options, emerging and new technologies, economic changes, socio-demographic and regional trends. The team assesses both business-as-usual and disruptive future transportation needs to support both strategic planning and policy analysis.
To help guide public policies and programs, the Team leads development of models, tools, research, and reports on a broad spectrum of topics including but not limited to: multimodal transportation policy analysis, analyzing highway benefits and external costs along with allocating highway cost to different user groups, highway taxation and revenue analysis, analyzing transportation related innovation trends and technologies, and analysis of impacts related to highway construction and transportation policies.

The Economic Investment Strategies Team supports national investment decision making through research and analyses providing an empirical basis for assessing the value and cost-effectiveness of highway investments. The Team provides forecasts of future highway conditions and performance under various travel and infrastructure funding scenarios and evaluates the broader impacts of infrastructure investments on people and the economy. The Team leads the development of the biennial Status of the Nation’s Highways, Bridges, and Transit: Conditions and Performance Report to Congress. (C&P Report). The Team also manages FHWA economic regulatory impact analyses (RIA) for significant rulemakings and leads FHWA reviews of benefit-cost analyses submitted by applicants for certain discretionary grant programs. The team conducts a robust program of research to explore new methodologies and develop economic analysis tools and evaluation techniques.

Enterprise Performance Management (EPM) provides a comprehensive and transparent view of our agency objectives, risks and activities and alignment to agency goals and priorities. EPM integrates performance, risk management, and strategic planning into resource allocation decision-making and provides the framework by which the Agency plans, manages, and evaluates organizational performance.
The EPM Team provides guidance and direction to all FHWA units on organizational performance management to promote engagement in the cyclical process for planning, reporting, evaluation, and adjustment to achieve the Agency’s desired outcomes.
