Construction (Miguel Rodriguez)

The engineering staff reviews and approves statewide design and construction standard specifications. Federal laws and regulations are interpreted to determine federal participation in project costs. FHWA engineers conduct joint reviews with the Puerto Rico Highways & Transportation Authority (PRHTA) and US Virgin Islands Department of Public Works to improve the quality of Puerto Rico's highway program. The FHWA has an oversight responsibility in all federal-aid projects in Puerto Rico and Virgin Islands.
