The enclosed [DATE] letter from the Wyoming Department of Transportation (WYDOT) indicates that the need for this appropriation no longer exists. (The appropriated material site is a split estate with the surface privately owned and minerals reserved to the United States Government. Attached to the WYDOT letter is a letter supporting the WYDOT's statement that the materials site has been reclaimed to the surface owner's satisfaction and that the surface owner has released the WYDOT from further reclamation work.)
If appropriate, we request that you send to our office a decision document indicating that, all hazards having been eliminated and satisfactory reclamation having been completed, the rights granted in Letter-of-Consent WYW-______ are terminated and the land immediately reverts to the full control of the Secretary of the Department of the Interior or his assigns. (The WYDOT letter claims that the Bureau of Land Management has inspected the site and accepted its reclamation.)

* WORDING HAS BEEN CHANGED IN ACCORDANCE WITH FEBRUARY 11, 1991 LETTER IN FILE 430.8: DO NOT WANT TO ALLOW TERMINATION OF LETTER OF CONSENT.
* After receiving "Decision Document", FHWA can, for simplicity, complete a Statement of Consideration (SOC) and send to WYDOT to facilitate their filing of a "Quit Claim Deed" or other instrument (as "Discharge of Easement") to release record of previously granted easement deed. Note that Clause 10 in deed justifies Exemption #1 under Part C of the SOC. Clause 10 had already terminated rights issued under the deed. (This is done in form letter "FEDTRN7.ROW")
