Dear Ms. MacLeod:
The Pennsylvania Department of Transportation (PennDOT) has submitted an application pursuant to Title 23, U.S. C., Section 317, for the conveyance of National Park Service land within the Appalachian Trail as a highway easement. This land is needed for transportation improvements for State Route 0034, Section 000, Hunters Run Bridge Replacement, located in South Middleton Township, Cumberland County, Pennsylvania. We have reviewed this submission and determined that such lands are reasonably necessary as right-of-way for the subject project. There were two Section 4(f) evaluations completed for the project: one for the Appalachian National Scenic Trail and one for the Appalachian Trail Historic District. The Section 4(f) finding for each of these was de minimis, and the Section 4(f) documents were approved by FHWA on February 6, 2017. The National Environmental Policy Act documentation for this project resulted in the completion of a categorical exclusion delegated to and approved by Penn DOT on March 1, 2017.
