Overall Pavement Condition

The highway systems covered in this chapter includes all mileage except rural minor collectors and local functional systems. Currently, 16.0 percent of our roads are in "very good" condition and 25.3 percent are in "good" condition. Since 1995, the percentage of mileage in "very good" condition fell 3.4 percentage points while the percentage of mileage in "good" condition rose 3.0 percentage points. The percentage of "fair" pavement and "mediocre" pavement had a similar up and down trend. The percentage of "fair" pavement increased from 39.0 percent to 40.5 percent while the percentage of "mediocre" pavement decreased from 12.4 percent to 11.6 percent. Finally, the percentage of "poor" pavement increased from 6.4 percent to 6.6 percent since 1995 [See Exhibit 3-4].
