Exhibit 8-9 is a bar graph that shows a comparison of 2000 transit capital spending with average annual investment requirements in billions of 2000 dollars. The vertical axis measures billions of dollars from 0 to 14 in increments of $2 billion. The horizontal axis has two bars-one for vehicles and one for non-vehicle assets-with three parts for each. For vehicles, 2000 capital spending was $2.8 billion, the cost to maintain conditions and performance was $6.2 billion, and the cost to improve conditions and performance was $8.1 billion. For non-vehicles assets, 2000 capital spending was $6.2 billion, the cost to maintain conditions and performance was $8.7 billion, and the cost to improve conditions and performance was $12.5 billion.
