Goal:
The 2014 Highway Information Seminar should provide personnel from state highway agencies, other local transportation agencies, and FHWA division offices an opportunity to learn the latest Federal-aid highway program data reporting requirements in areas of legislation, policy, technical processes, and specific data items and their implications and impacts to the Federal-aid highway program. Participants will learn the latest data reporting requirements, data collection, reporting methods and mechanisms, and technical solutions.

8:30 am – 9:30 am: Adjusted Urban Area Boundary and Functional Classification (FHWA)
This session will provide a review of the latest Adjusted Urban Area Boundary and Functional Guidance Documents, including a status of HPMS Software Boundary Capability.
9:30 am to 10:00 am: HPMS State Presentation (DOT)
This session will be used to hear from a State regarding their data collection efforts, challenges, successes, and failures.

10:15 am to 11:15 am: HPMS Guidance and Requirements (FHWA)
This session will highlight changes to the Field Manual, Software Guide, Validations, and Reports.

This session will cover Certified Public Mileage and recent actions by Federal Lands Management Agencies effect on State mileage.

12:50 pm to 1:50 pm: ARNOLD Update (FHWA)
This session will provide the latest information regarding the All Road Network of Linear Referenced Data.
1:50 pm to 2:15 pm: All Public Roads and Pooled fund Projects update (FHWA)
This session will provide an update on the outcomes of the All Public Roads Geospatial Project and the status of the follow-up Pooled Fund Study.

This session will provide detailed instruction on how the annual vehicle summary data should be prepared for HPMS submittal
9:30 am to 10:10 am: AADT and Factors Computation (Tianjia Tang- FHWA)
This session will provide step by step hands on instruction on AADT and various adjustment factors computation through the usage of continuous traffic monitoring station data and processes on converting short term count into AADT.

10:25 am to 11:20 am: Traffic Monitoring Equipment Studies and Our Roadway Tube Friend – A View and Perspective from A Private Vendor's Standpoint (Mike Alexy – Peek)
This session will offer a private vendor's perspective on traffic monitoring equipment studies and the planning, devising and implementing road tube studies.
11:20 am to 11:50 am: Traffic Monitoring- How IL DOT Conducts Its Business (William Morgan IL DOT (Tentative))
This session will offer a state's perspective on how its traffic data collection processing and reporting functions, what works and what doesn't.

12:50 pm to 1:40 pm: Bicycle and Pedestrian Counting – An Illustration from A Private Equipment Vendor (William Hyerle and Jean-Francois Rheault, Eco-counter)
This session will provide an illustration from one of the many private vendors in the community on how issues and challenges are being handled during bicycle and ped monitoring. Practical examples are being provided as part of the illustration coverage.
1:40 pm to 2:00 pm: Working with Local Government Agencies to Enhance Your Traffic Monitoring Program (Bob Bollinger, NH DOT)
Mr. Bollinger will provide a briefing on how NHDOT manages its traffic program through partnering with local governmental agencies in the face of tight budget and shrinking resources. NHDOT's experience has broad implications to the nation including FHWA as a whole. His presentation will help all of us in the community to see how things can be done and are being done differently.

This session will FHWA's 13 vehicle classification system and related classification tree. Hands on exercise are to be provided as part of the session.

2:35 pm – 3:00 pm ITS Data Sharing (Peter Keen- Digital Traffic Systems)
Mr. Keen will discuss the benefits of sharing data and resources between traffic monitoring office and traffic operations/ITS organization. Discussion will focus on data sharing efforts in place at the Virginia Department of Transportation and other institutions.
3:00 pm – 3:20 pm: FHWA Vehicle Summary Data Exercise (Sarah Kepchar -Vermont Agency of Transportation and Patrick Zhang- FHWA)
This session will provide participants an opportunity to solve an example problem based on the instructions provided during the morning Vehicle Summary Data Preparation session.
3:20 pm – 3:40 pm: An Update on the National Household Travel Survey Program (Adella Santos and Brad Gudzinas – FHWA)
This session will provide a brief overview on the upcoming National Household Travel Survey and how the travel behavior data program are complementing and supplementing other data program

Detailed Program Coverage for September 25, 2014 (Thursday)
8:30 am – 9:10 am: Motor Fuel Data Reporting
This session will present an overview how and why the Forms 551M and 556 are reported to FHWA and identify some common issues in the reporting of the Forms. The session will also review Motor Fuel Tax Attribution under MAP-21.
9:10 am – 9:40 m: Fuel Tax Evasion/Point of Taxation Issues
This session will present various schemes and methods used by fuel tax evaders. This will involve review of theoretical and anecdotal cases of evasion. As the different scenarios are reviewed, suggestions will be presented on what States and FHWA can do to monitor, and hopefully help eliminate the evasion.
9:40 am -10:00 am: Heavy Vehicle Fuel Tax (HVUT)
This session will review the State's and FHWA's responsibility in the HVUT process. An overview of the application process will be presented. Additionally, the presentation will include reviews of the FHWA Division Offices' responsibility in performing triennial reviews of the State proof-of-payment programs, and the States' responsibility for submitting annual Governors' certifications of compliance with proof-of-payment submissions. This session will also include reviews of the available printed and electronic information on this program.

This session will provide a status update on the filing of the FHWA Form 561 and provide step-by-step instructions on how to complete the revised FHWA Form 561.
11:10 am – 11: 30 am: Driver Licensing Reporting
This session will provide a status update on the filing of the FHWA Form 562 and identify key problem areas with the data provided.
11:30 am – 12:00 am: Driver License and Vehicle Registration Data Quality
This will session provide examples of data quality issues as they relate to driver and vehicle license data, discuss the ramifications of poor data quality, and address ways to improve data quality.

This session will cover all related forms, required data entries, and data QA/QC steps to facilitate data gathering, analysis and submittal of data related to State Finance and Tolls.
