The Federal Highway Administration (FHWA) issued Guidance for Transportation Enhancement (TE) Activities on December 17, 1999. FHWA periodically makes corrections and clarifications, which are noted in the text. This guidance and information will help States and project sponsors meet requirements and provide best practices for accessibility, design, construction, and maintenance for the TE Activities. This guidance and information remains in effect for TE funds provided to the States through Federal Fiscal Year 2012.
The Moving Ahead for Progress in the 21st Century Act (MAP-21) replaced the TE Activities with the Transportation Alternatives Program (TAP) effective October 1, 2012. See the TAP Guidance and Information webpage.

The Rails-to-Trails Conservancy operates the Transportation Alternatives Data Exchange (TrADE). Many resources were developed under an FHWA cooperative agreement from 1996 through September 2013.
