Competitive Highway Bridge Program 2024 and 2025 Grant Recipients

The U.S. Department of Transportation’s Federal Highway Administration (FHWA) announced the recipients of $407,798,023 in grant funding under the 2024 and 2025 Competitive Highway Bridge Program (CHBP). The grants were awarded to 14 projects in 12 states to fund bundled bridge replacement and rehabilitation projects.

Program Background

The Consolidated Appropriations Act, 2024, appropriated $250,000,000, and the Full-Year Continuing Appropriations and Extensions Act, 2025, appropriated $157,798,023 for the CHBP. These statutes provide funding towards highway bridge replacement or rehabilitation projects on public roads that demonstrate cost savings by bundling multiple highway bridge projects. The grant opportunity was available to States that have a population density of less than 115 individuals per square mile and less than 26 percent of total bridges classified as in good condition or greater than or equal to 5.2 percent of total bridges classified in poor condition, based on the National Bridge Inventory as of June 2023. States meeting the population criteria and that have greater than 14 percent of total bridges classified as in poor condition were eligible to receive no less than $32,500,000 from 2024 funding and no less than $32,500,000 from 2025 funding, pursuant to a determination that projects are eligible and sufficient to fund such amounts. 

The following state DOTs were eligible to apply, Alaska, Arkansas, Iowa, Kansas, Kentucky, Louisiana, Maine, Mississippi, Missouri, Montana, Nebraska, North Dakota, Oklahoma, South Dakota, Utah, West Virginia, Wisconsin, and Wyoming.

The FHWA published a Notice of Funding Opportunity (NOFO) on January 13, 2025. An amendment to the NOFO was published on June 2, 2025, requiring applicants to update their applications to align with new Administration and DOT priorities.
