Inflation Reduction Act

The Inflation Reduction Act (Public Law No:117-169), signed into law on August 16, 2022, provides over $5 billion from the General Fund in Fiscal Year 2022, with those funds available through September 30, 2026. The funds will be used for three new FHWA programs: the Neighborhood Access and Equity Grant Program, the Low-Carbon Transportation Materials Grants, and Environmental Review Implementation Funds.

More than $5 billion (all Fiscal Year 2022 appropriations from General Fund) for three programs administered by FHWA.

Neighborhood Access and Equity Grant Program
Approximately $3.2 billion for projects that improve walkability, safety, and affordable transportation access through context-sensitive strategies and address existing transportation facilities that create barriers to community connectivity or negative impacts on the human or natural environment, especially in disadvantaged or underserved communities.

Environmental Review Implementation Funds
$100 million to facilitate the development and review of documents for the environmental review process for proposed surface transportation projects.

Low-Carbon Transportation Materials Grants
$2.0 billion to reimburse or provide incentives to eligible recipients for the use, in projects, of construction materials and products that have substantially lower levels of embodied greenhouse gas emissions associated with all relevant stages of production, use, and disposal as compared to estimated industry averages of similar materials or products as determined by the Administrator of the Environmental Protection Agency.
