This letter is in response to your May 6, 2019 letter of interest to participate in the Federal Highway Administration's (FHWA's) Special Experimental Project (SEP-16) for the preparation and approval of program-wide assessment procedures for transportation-related air pollutants.
We have completed our review of your proposal, and are inviting you to proceed with submitting a Concept Paper. As described in the FHWA's September 20, 2018, Federal Register Notice establishing SEP-16, the Concept Paper should be a document detailing the specifics of your proposal, including the laws, controls and resources that the Georgia Department of Transportation (GDOT) has in place to support experimentally taking on the requested FHWA responsibilities. Please contact Steve Luxenberg to arrange an initial meeting, during which we will discuss the particular topics that need to be addressed in the Concept Paper.
