Dear Director Wray:

We have received your November 1, 2018 letter of interest to participate in Federal Highway Administration's (FHWA's) Special Experimental Project (SEP-16). Your proposal is requesting FHWA to consider allowing Ohio Department of Transportation (ODOT) to assume responsibility for complying with the Buy America waiver requirements in 23 CFR §635.410(c)(l).
