This letter is in response to your November 1, 2018 letter of interest to participate in the Federal Highway Administration's (FHWA's) Special Experimental Project (SEP-16) for approval of Major Project Management Plans and Annual Finance Plans. We have completed our review of your proposal and are inviting you to proceed with submitting a Concept Paper. As described in the FHWA's September 20, 2018, Federal Register Notice establishing SEP-16, we envision the concept paper to be a more detailed document discussing your proposal, including the laws, controls and resources the Ohio Department of Transportation (ODOT) has in place to support taking on the requested FHW A responsibilities. Please contact David Snyder to arrange our first meeting. It is during this time that we will discuss specific areas that need to be addressed in the Concept Paper.
