Dear Mr. Bass:

On June 25, 2019, you submitted three letters of interest (LOI) to participate in the FHWA Special Experimental Project-16 (SEP-16) program. We are proceeding as previously communicated in our recent letter on May 5, 2020 inviting the Texas Department of Transportation (TxDOT) to develop a detailed proposal to assume responsibility to prepare and approve elements of the Major Projects Program, namely Major Project Initial Financial Plans, Annual Financial Plan Updates, and Project Management Plans.

In email correspondence of July 7, 2020, TxDOT requested to withdraw the SEP-16 proposal relating to Interstate Access Justification Reports (IAJR). This letter confirms and accepts that request. In doing so, we also agree with TxDOT's proposal that we move forward with the IAJR delegation under the programmatic agreement approach. We look forward to working with the TxDOT team to advance this option.
