Map of America's Byways
The Federal Highway Administration has released a new "America's
Byways" map highlighting the entire collection of All-American Roads and
National Scenic Byways. The free map is available just in time to plan an excellent fall foliage
tour. More and more Americans are seeking weekend trips and the freedom to
follow the open road. This map will lead you to the stories of majestic
beauty, rich history and fantastic triumph.

Workforce Planning Report Released
The Workforce Planning report will better prepare FHWA to meet current and future workforce
challenges as well as the dynamic needs of our customers and partners. Administrator Wykle
issued a memorandum accepting the final report from the Workforce Planning and Professional
Development Task Force. The Task Force, established in April by Executive Director
Anthony Kane, was charged with evaluating the current and future needs of the FHWA
workforce, moving forward with implementing actions to address those needs, and setting
the strategic direction of education and training of the workforce to better align it
with the Strategic Plan.

Redesigned Safety Web Site
The new Safety web site is now organized to meet the needs of different
users: professional (in-depth technical program resources),
community (useful information for local safety programs) and
road user (for individual drivers, bicyclists and pedestrians).
The new site includes new material and all the material on the
previous site, with more under development.

Environmental Justice
A 1994 Presidential Order directed every Federal agency to make
environmental justice part of its mission by identifying and addressing
the effects of all programs, policies, and activities on
"minority populations and low-income populations." The Federal Highway
Administration, as part of the U.S. Department of Transportation, is committed to a comprehensive, inclusive approach.

Innovations in financing continue to pave the way for increased
infrastructure investment. The Innovative Finance web site
is an important communication tool to provide stakeholders
information on what's happening in innovative finance. You
can read the Winter-Spring 2000 issue of Innovative Finance

for the latest developments in this area. Advances
in transportation financing will be the focus of the Second
Annual Conference on Transportation Finance
to be held in Scottsdale, Arizona from August 20-23, 2000.

New Web Site on Wildlife Crossings

In just a few months, the nation's first "landbridge" will be completed. Animals will use the overpass at night,

Task Force Report on Boston's Central Artery/Tunnel Project Recommends Strengthened Oversight, More Fiscal Responsibility
U.S. Transportation Secretary Rodney E. Slater today accepted a report by the
Federal Task Force for the Central Artery/Tunnel (CA/T) Project that included
strong recommendations to strengthen federal oversight of the Boston Project
and require fiscal responsibility from the CA/T project leadership. "The CA/T
Project is one of the largest public works projects in American history,
and when it is finished, will significantly reduce congestion and improve
livability in Boston," Secretary Slater said. "I have accepted the task
force recommendations. They will help improve fiscal accountability, advance
the project toward successful completion, and ensure that it remains a sound
financial investment." You can read the

We Remember
April 19, 2000, marks the fifth anniversary of the bombing of
the Alfred P. Murrah Federal Office Building in Oklahoma City.
We honor those we lost and those who survived to carry on the
work of the Agency.
National Work Zone Safety Awareness Week, April 3-7
Annually in work zones there are nearly 800 fatal and over 37,000 serious
injury crashes. In addition, congestion and delays are mounting, and the
frustration level of the driver is rising. In an effort to improve drivers'
awareness of the hazards encountered when driving through a highway
construction work zone, the FHWA, AASHTO, ATSSA and over 30 other
organizations interested in saving lives created a partnership to sponsor a
National Work Zone Safety Awareness Week.

On the Road to the MUTCD Millennium Edition
The Manual on Uniform Traffic Control Devices - the publication that
governs how road managers nationwide install and maintain the signs,
markings, and signals along the Nation's roadways - is being totally
revised, reformatted, and readied for its premier in 2001.Until publication,
please visit the new, expanded web site (http://mutcd.fhwa.dot.gov). You can review proposed changes in
the MUTCD Millennium Edition, examine amendments to the 1988 edition, and
follow the format and rewrite process. The MUTCD Millennium Edition, it's
information that will make roads safer for all of us as we drive into the new century!

Beginning February 20, the FHWA joined with organizations around the country
to commemorate National Engineers Week. The week is intended to promote awareness
of the engineering profession and encourage young people to consider a career in
engineering.

FHWA Administrator Kenneth Wykle Inducted into the West Virginia University (WVU)
Academy of Distinguished Alumni on February 5.
The Academy of Distinguished Alumni honors WVU graduates who have attained national or
international distinction in their profession or discipline.
The Transportation and Community and System Preservation Pilot program (TCSP) is a comprehensive initiative of research and grants to investigate

Turner Named One of the 25 Makers of the American Century
A recent issue of U.S. News & World Report (December 17) has assembled a list of 25 men
and women who are among the principal architects of the American Century. Former Federal
Highway Administrator Francis C. "Frank" Turner is on the list for his leadership in the
development and construction of the Interstate Highway System. Frank Turner began
his remarkable career with the FHWA in 1929, after graduating from Texas A&M
University. In 1969, he was appointed the Federal Highway Administrator - the only
administrator in FHWA's history who rose through the ranks. He retired in June 1972,
but remained active in highway transportation issues until his death this year at age 90.
