11. EnforcementProbably the most significant factor in this area is the use of GATSO automatic speed cameras which has increased substantially in the past 5 years because of technical, legal, and administrative progress, linked to the issuing of fixed penalty notices. They have been shown to be effective at reducing vehicle speeds and accidents at specific locations but, so far, not more widely. It is likely that their use will increase substantially, particularly if funding problems can be resolved. Mobile speed cameras are also now employed by the police (Pheby, 1997).
