This research report examines right of way management practices of the Washington State Department of Transportation in assisting Local Public Agencies (LPA). The study summarizes key elements and benefits of the quality management models used by Washington State to implement their right of way program among their LPAs and provides other agencies with best practice methodology. The study was conducted by Quality Environmental Professionals, Incorporated (QEPI), of Indianapolis, Indiana, under contract with the Federal Highway Administration Office of Real Estate Services. Principal Investigator for QEPI was Deborah E. Peters. The cooperation of the Washington State Department of Transportation and their local public agencies is gratefully acknowledged.
