On November 15, 2021, the President signed the Infrastructure Investment and Jobs Act (IIJA) (Public Law 117-58, also known as the "Bipartisan Infrastructure Law") (BIL) into law. The BIL amended the Ferry Boat Program (FBP) authorized in section 147 of title 23, United States Code (U.S.C.). The attached FBP Implementation Guidance provides information on funding, eligible activities, and requirements of the FBP.
Section 10003 of the BIL provides that the effective date of the BIL's amendments to the FBP Program is October 1, 2021. The FBP requirements in effect on October 1, 2021, will apply to all related funding obligated on or after that date, whether funded from new FBP authorizations or FBP funds authorized in previous years. This guidance replaces the "Ferry Boat Program Implementation Guidance as Revised by The FAST Act" dated December 12, 2016.
