Territorial Highway Program (THP)
THP Program Purpose
The Infrastructure Investment and Jobs Act (IIJA) (Public Law 117-58, also known as the “Bipartisan Infrastructure Law”) continues to allocate funds over fiscal years 2022 through 2026 to assist the governments of the U.S. territories (American Samoa, the Commonwealth of the Northern Mariana Islands, Guam, and the U.S. Virgin Islands) in constructing and improving bridges, roads, and the necessary inter-island connectors.
