(Alaska) The 2019- 2021 Annual Hours of Peak Hour of Delay per capita was calculated using FHWA supplied NPMRDS data, US Census data, Highway Performance Monitoring System data and the analysis of contributing factors and future projections of data. The team unanimously agreed that setting increasing targets (8% for each target year, 2024 & 2026) was appropriate given that improvements and plans to mitigate congestion will not take affect for 5-10 years. Additionally some factors have a heavier role in the increase in PHED, such as traffic volumes, which are starting to increase back to pre-pandemic levels.

(Alaska) The 2010-2020 American Community Survey (ACS) was used to evaluate and assess the Non-SOV data. 2021 data was not yet available. Non-SOV was retrieved using the Commuting to Work survey, specifically the “car, truck, or van - drove alone” percentage subtracted from one hundred. The agencies involved evaluated the data (i.e., trend lines, 5-year rolling average and standard deviation from the average) in addition to discussing contributing factors that could affect the trend line in the Anchorage area. The team unanimously agreed that setting a modest 2 & 4 year target was appropriate given that improvements and plans to mitigate congestion will not take affect for 5-10 years.
