  • Annual Hours of Peak-Hour Excessive Delay (PHED) Per Capita

    (Michigan) A three-year average of pre-pandemic PHED data (FY2017-2019) was developed and then increased by an additional 30%. This rounded to the 16-hour target that was set for this urbanized area. In addition, the MDOT five-year program includes a larger than normal investment with delivering the Rebuild Michigan Program and the potential for additional funding through the Bipartisan Infrastructure Law. Many of these projects will impact the Ann Arbor urbanized area during this performance period. There is concern that such widespread construction in a short span of time will have a negative impact on PHED performance.

    (Michigan) Non-SOV data was calculated from the American Community Survey data from the US Census Bureau. That data indicated steady growth in the Non-SOV percentage in the Ann Arbor UZA of over 2% of workers from 2010 to 2019 and then a significant performance improvement during the 2020 pandemic year. Because of the consistent trend of progress plus the potential for a significant expansion of transit service through a potential millage, the target for this urban area was aggressive in that the target is meant to achieve a percentage that is greater than or equal to the pre-pandemic level of non-SOV travel.
