(California) For the 2022-2025 Performance Period, the Annual Hours of Peak Hour Excessive Delay per Capita within the 23 UZAs, Caltrans and its transportation partners collaboratively established targets that will help us meet performance-based planning and programming approaches to meet and/or exceed its and regional urbanized areas goals. Three different scenarios were presented to our transportation partners and the choices varied by region. Individual discussions were held with each MPO with an urbanized area over two hundred thousand to establish single, unified targets for the PHED measure. The MPO for this UZA selected medium targets as they felt like they could meet the 2-year targets, and then revisit them at the 2-year point to determine whether or not they want to keep that 4-year target or change it.
