    (Tennessee) For the PHED target, data from the National Performance Management Research Data Set (NPMRDS) was the primary source used to inform target setting based on recent trends. Additionally, both ongoing and upcoming major construction projects that could impact delays on the roadway network, were identified. It was determined that a simple trend extrapolation of historical data would be heavily impacted by the anomalous 2020 COVID-impacted travel. Instead, the team determined to use the most common monthly value (0.9 hours) for travel time delay for calendar year 2021 data multiplied by 12 to get 10.8 hours for the PHED target for the Knoxville area. TDOT's Oversight Committee approved a 2-year target of 10.8 and a 4-year target of 10.8 for the 2022-2025 target setting performance cycle. TDOT plans to work with Knoxville Regional TPO to re-evaluate the 4-year target at the midpoint to assess whether travel patterns have stabilized and target adjustments should be made.

    (Tennessee) These targets were set using a 3-year average (2018-2020) of the American Community Survey for Non-Single Occupancy Vehicle travel for the Knoxville urbanized area. Data from 2020 was reviewed but found to be atypical due to the COVID-19 pandemic impacts on travel mode and working from home.

    The TDOT Oversight Committee approved a 2-year target of 16.7% and a 4-year target of 16.7% for the 2022-2025 target setting performance cycle. TDOT plans to re-evaluate the 4-year target at the midpoint to assess whether travel patterns have stabilized and target adjustments should be made.
