  • Annual Hours of Peak-Hour Excessive Delay (PHED) Per Capita

    (Alabama) Two- and four-year targets are established in coordination between the Regional Planning Council of Greater Birmingham (RPCGB) and the Alabama Department of Transportations. Targets are based on a combination of trend line analysis of historic PHED values, a benchmarking analysis against PHED values reported for peer cities, and local knowledge of the Birmingham area, its road network, and anticipated changes in future congestion levels due to system enhancements and construction projects. Historic PHED values were calculated for 2017 through 2021 using NPMRDS data and traffic volume profile and speed limit data provided by RPCGB. An afternoon peak period of 3 – 7 pm was used to calculate PHED values, corresponding the time period of greatest congestion. Collaboration meetings were held with ALDOT staff, RPCGB, and ALDOT’s consultant services. Data was presented along with historical trends. The 2- and 4-year targets were finalized and will be presented to the MPO Committees. Target levels are set to balance realistic expectations of future performance (anticipating a gradual return to pre-pandemic traffic patterns) and anticipated impacts of future system enhancements.

    (Alabama) Historic Percent Non-Single Occupancy Vehicle scores were calculated for 2014 through 2020 based on the methodology provided by FHWA in their May 2018 “Computation Procedure for Travel Time Based and Percent Non-Single Occupancy Vehicle (non-SOV) Travel Performance Measures” (HIF-18-024) guidance. A trendline forecast was produced based on the trend observed since 2014. Collaboration meetings were held with ALDOT staff, RPCGB, and ALDOT’s consultant services. Data was presented along with historical trends. The 2- and 4-year targets were finalized and will be presented to the MPO Committees. Targets are set based on balancing the trendline forecast with expectations of future travel patterns gradually returning to a pre-pandemic trend.
