This letter is in response to your November 1, 2018 letter of interest to participate in Federal Highway Administration's (FHWA's) Special Experimental Project (SEP-16) for review, approval, certification, and issuance of conditional Right of Way Certifications. We have completed our review of your proposal and are inviting you to proceed with submitting a Concept Paper. As described in the FHWA's September 20, 2018, Federal Register Notice establishing SEP-16, we envision the Concept Paper to be a more detailed document discussing your proposal, including the laws, controls and resources the Ohio Department of Transportation (ODOT) has in place to support taking on the requested FHWA responsibilities. Please contact David Snyder to arrange our first meeting. It is during this time that we will discuss specific areas that need to be addressed in the Concept Paper.
