Dear Director Wray:

We have received your November 1, 2018 letter of interest to participate in Federal Highway Administration's (FHWA's) Special Experimental Project (SEP-16). Your proposal is requesting FHWA to consider allowing Ohio Department of Transportation (ODOT) to assume responsibility for review, approval, certification and issuance of conditional right of way certifications as described in 23 CFR 635.309(c)(3).
