Description

The Napa Valley Transit Authority (NVTA) operates Vine Transit, which provides bus, community shuttle, and paratransit services for Napa County. NVTA plans to construct a 31,504—square foot transit maintenance facility with a 40-year useful life to replace its currently leased transit yard in the city of Napa, California. The new facility will include charging infrastructure for NVTA’s new electric bus fleet. The project will provide a variety of benefits, including addressing growing transit needs to reduce emissions from single-occupancy vehicles, improving operational efficiencies and safety of fleet management, and providing a photovoltaic system to support zero-emission targets. The Project will also incorporate environmentally sustainable materials.

Notes:

Local Transportation Fund (LTF) sales taxes, fare box revenues and all other ancillary revenues of NVTA

  • First priority senior obligation on funds received in CASA and a pledge of fare box revenues

TIFIA benefits from a gross repayment structure in which debt service is paid before any other use available to NVTA

  • NVTA is the sole recipient of all LTF in Napa County
  • Debt service is fully repaid under all scenarios with minimum coverages

Innovations
  • The project will also create 624 direct and indirect jobs and spur growth/development in the area.
  • The project aims to ensure maximum solar potential by utilizing rooftop solar panels and planning the site to allow for additional solar canopies.
  • This project received one of the first TIFIA loans made by the Build America Bureau through its Rural Projects Initiative, which makes TIFIA financing more accessible to small communities. Under this initiative, the Bureau can offer eligible borrowers in a qualified rural area significant savings over traditional TIFIA loans and other commercial financing products.
  • The project will be partially funded by sales taxes authorized by the California law called the Transportation Development Act of 1971 (SB 325). This law created two major funding sources for public transportation, a 0.25-cent general sales tax and a statewide sales tax on diesel fuel
  • The Vine Bus Maintenance Facility is crucial to ensure the transit system can operate efficiently, adapt to new technologies, and grow to serve the people who live, work, and visit Napa Valley
