Report on Highway Public-Private Partnership Concessions in the United States
  • January 26, 2017: Revenue Risk Sharing for Highway Public-Private Partnerships

    The Build America Bureau, in cooperation with the Federal Highway Administration's (FHWA) Center for Innovative Finance Support, has released a discussion paper on Revenue Risk Sharing for Highway Public-Private Partnerships. This discussion paper has been developed for transportation professionals who may be involved in a Public-Private Partnership (P3) project. The discussion paper evaluates revenue risk sharing mechanisms from both the public and private sector perspectives. The paper is available at: http://www.fhwa.dot.gov/ipd/p3/toolkit/publications/

    The paper will be presented at a webinar on Thursday, January 26th, 2017, from 2:00pm to 3:00pm Eastern. Sasha Page of IMG Rebel, the principal author of the paper, will provide an overview of the paper and answer questions. Pre-registration is required for this event.

  • February 2, 2017: Financing of Highway Public-Private Partnership Projects

    The Build America Bureau, in cooperation with the Federal Highway Administration's (FHWA) Center for Innovative Finance Support, has released a guide on Financing of Highway Public-Private Partnership Projects. This guide has been developed for public sector transportation professionals interested in understanding the basic financial structures that may be encountered in a Public-Private Partnership (P3) project. The objective of the guide is to increase the readers' knowledge and understanding of the concepts and skills needed to finance transportation projects using a P3 approach, and describes many standard techniques used to conduct a P3 financial assessment.     The Guide will be introduced at a webinar on Thursday, February 2, 2017, from 2:00pm to 3:00pm Eastern. Brien Desilets of Claret Consulting, the principal author of the paper, will provide an overview of the key concepts in the guide and answer questions.

It discusses how a public agency can stimulate innovations to generate value with the use of performance requirements for design and construction of P3 projects.   • February 16, 2017: Report on Highway Public-Private Partnership Concessions in the United States

    The Build America Bureau, in cooperation with the Federal Highway Administration's (FHWA) Center for Innovative Finance Support, has released a Report on Highway Public-Private Partnership Concessions in the United States. This informational report has been developed for public sector transportation professionals interested in understanding the implementation process for Public-Private Partnership (P3) projects with a focus on financing strategies. The objective of the report is to increase the readers' knowledge and understanding of the concepts and skills needed to implement transportation projects using a P3 approach. It describes 28 highway P3s that have been implemented in the United States since 1992. The report is available at: http://www.fhwa.dot.gov/ipd/p3/toolkit/publications/

Past P3 Webinar Materials

Practitioner's may review the P3 webinars to better understand the structure and application of the P3-VALUE 2.0 Analytical Tool and other P3 topics. The in-depth webinars are structured training modules that begin with a course outline and objectives, followed by detailed explanation with illustrative graphics and examples. Many of the webinars include either informal polling and/or challenge questions about topical issues. A few modules include a homework "assignment", which is reviewed in a successive webinar. Webinars may be accessed as a playable video, downloadable pdf or online text format.
