Exhibit 26-1 is a bar graph that shows projected changes in 2022 highway user and emissions costs at grade crossings compared to 2002 levels for different possible funding levels. The vertical axis measures percent changes from -10 to 10 in increments of 5 percent. The horizontal axis measures average annual grade separation investment in millions of 2000 dollars for five types of costs. For travel time costs, the percent change is 6 at $150 mil, 4 at $200 mil, 3 at $250 mil, less than 1 at $300 mil, -3 at $350 mil, -4 at $400 mil, and -6 at $450 mil.
