Exhibit ES06A is a bar graph that shows the percent of additional travel time in 1987 vs 2000. The vertical axis measures percentages from 0 to 100 in increments of 20 percent. The horizontal axis measures percent of additional travel time in 1987 and 2000 according to four urbanized area sizes. In the first bar for urbanized areas with populations of less than 500,000, additional travel time was 5 percent in 1987 and 21 percent in 2000. In the second bar for urbanized areas with populations between 500,000 and 1 million, additional travel time was 13 percent in 1987 and 32 percent in 2000. In the third bar for urbanized areas with populations between 1 million and 3 million, additional travel time was 23 percent in 1987 and 53 percent in 2000. And in the fourth bar for urbanized areas with populations of more than 3 million, additional travel time was 56 percent in 1987 and 78 percent in 2000.
