Exhibit ES06C is a bar graph that shows the travel under congested conditions in 1987 vs 2000. The vertical axis measures percentages from 0 to 50 in increments of 5 percent. The horizontal axis measures percent of travel under congested conditions in 1987 and 2000 according to four urbanized area sizes. In the first bar for urbanized areas with populations of less than 500,000, congested travel was 18.3 percent in 1987 and 22.4 percent in 2000. In the second bar for urbanized areas with populations between 500,000 and 1 million, congested travel was 20.2 percent in 1987 and 28.4 percent in 2000. In the third bar for urbanized areas with populations between 1 million and 3 million, congested travel was 24.9 percent in 1987 and 35.6 percent in 2000. And in the fourth bar for urbanized areas with populations of more than 3 million, congested travel was 34.5 percent in 1987 and 40.4 percent in 2000.
