Exhibit ES14B is a bar graph that shows investment requirements and 2000 capital outlay distribution by improvement type. The vertical axis has three bars-one for 2000 capital outlay, one for cost to maintain, and one for cost to improve. The horizontal axis measures percentages from 0 to 100 in increments of 20 percent. For 2000 capital outlay, 52.0 percent was for system preservation, 40.1 was for system expansion, and 7.9 for system enhancements. For cost to maintain, 48.8 percent was for system preservation, 43.3 was for system expansion, and 7.9 for system enhancements. For cost to improve, 45.4 percent was for system preservation, 46.7 was for system expansion, and 7.9 for system enhancements.
