Footnotes

1/ Data used for apportionment of FY 2007 funds in Summer 2006. Lane-miles and travel were derived based on the latest State-reported 2004 Highway Performance Monitoring System. Trust fund payments (both commercial vehicles and total highway account) are based on FY 2005 Trust Fund receipts attributed on updated 2004 motor-fuel data (Tables FE-9 and FE-221). Diesel fuel is based on updated FY 2004 data (Table MF-27).

2/ Interstate Maintenance Program funds are apportioned on each State's share of these factors: total Interstate lane-miles open to traffic (one-third); total Interstate vehicle-miles traveled (one-third); and commercial vehicle contributions to the Highway Account of the Highway Trust Fund (one-third).

3/ National Highway System Program funds are apportioned on each State's share of these factors: total principal arterial lane-miles, excluding Interstate (25 percent); total principal arterial vehicle-miles of travel, excluding Interstate (35 percent); diesel fuel used on highways(30 percent); and total principal arterial lane-miles per capita (10 percent). Current Interstate (25 percent); total principal arterial vehicle-miles traveled, excluding Interstate (35 percent); diesel fuel used on highways (30 percent); and total principal arterial lane-miles per capita (10 percent). Current population is as of July 1, 2005 .

4/ Surface Transportation Program funds are apportioned on each State's share of these factors: total lane-miles of Federal-aid highways (25 percent); total vehicle-miles of traveled on Federal-aid highways (40 percent); and payments into the Highway Account of the Highway Trust Fund (35 percent).

5/ Highway Safety Improvement Program funds are apportioned on each State's share of these factors: total lane-miles of Federal-aid highways (33 1/3 percent); total vehicle-miles traveled on Federal-aid highways (33 1/3 percent); and total number of fatalities on the Federal-aid system (33 1/3 percent).

6/ Highway Safety funds (23 U.S.C. 402) are apportioned on each State's share of these factors: total population (75 percent); and total safety mileage (25 percent).
