Six-year Apportionment Estimates of S.1072, as passed, using FY04 FactorsThis new set of certified factors represents the latest available data as of May 2004, and would be used by the FHWA for computing the FY 2004 apportionments upon passage of a six-year reauthorization bill.
The Senate Environment and Public Works Committee's reauthorization proposal is a six-year bill having the same name and bill number as the Administration's proposal. In October and November of 2003, the Senate Environment and Public Works Committee drafted and marked up The Safe, Accountable, Flexible, and Efficient Transportation Equity Act of 2003 (SAFETEA), as S.1072, as reported. S.1072, as reported covers only highway programs, not safety or transit, which are under the jurisdiction of other committees.
Note: Since the Senate bill, as reported, replaced the Administration's proposal, this file contains over 1100 pages, including 650 pages of strikeout (Administration's proposal), and can be difficult to download.
