Alaska Technologies to Enhance Quality Control on Asphalt Pavements (R06C) Lead Adopter (infrared) Implementation Assistance Program – The Alaska Department of Transportation and Public Facilities is planning to use IR to gain 100 percent test coverage of highway projects so that failure areas are detected and corrected early. Success will be defined as asphalt pavements that function well for 20 years.
Alaska Managing Risk in Rapid Renewal Projects (R09) User Incentive Implementation Assistance Program – The Alaska Department of Transportation and Public Facilities (ADOT&PF) will receive assistance via a demonstration workshop for a project in the central region of the State. This workshop will assist with an urban repaving project involving Americans with Disabilities Act requirements and context complexities. ADOT&PF is interested in updating the Risk Management section of their Preconstruction Manual.
Alaska Project Management Strategies for Complex Projects (R10) User Incentive Implementation Assistance Program – The Alaska Department of Transportation and Public Facilities (ADOT&PF) will receive assistance via a demonstration workshop for a project in the central region of the state. This workshop will be to assist with an urban repaving project involving Americans with Disabilities Act requirements and context complexities. ADOT&PF is interested in developing checklists and other project management tools, and updating their Preconstruction Manual.
Arizona Project Management Strategies for Complex Projects (R10) User Incentive Implementation Assistance Program – The Arizona Department of Transportation (ADOT) Phoenix Construction District will receive assistance through a demonstration workshop for the US60 (Grand Avenue) and Bell Road Traffic Interchange project in Maricopa County. The workshop will aid in defining the methodology for improving stakeholder communication, identifying project needs and assigning tasks appropriately. ADOT is interested in incorporating the R10 methods and tools into their Project Development Process Manual, specifically with respect to the design-build project delivery process.
Arizona Managing Risk in Rapid Renewal Projects (R09) User Incentive Implementation Assistance Program – The Arizona Department of Transportation Phoenix Construction District will receive assistance via a demonstration workshop for the US60 (Grand Avenue) and Bell Road Traffic Interchange project in Maricopa County. The workshop will provide guidance, materials and training to help identify potential risks and implement risk mitigation strategies. ADOT is also interested in a train-the-facilitator session to allow identified ADOT staff to become risk workshop facilitators for future complex projects. ADOT plans to update their risk guidance/policies incorporating R09.
Arizona Managing Risk in Rapid Renewal Projects (R09) User Incentive Implementation Assistance Program – Federal Lands Highway (FLH) will host a workshop facilitated by FHWA/SHRP2 experts to establish a defined and uniform FLH process with tools for managing project risks, and conduct risk management on the Flagstaff Vista Overlook project.

This bundle will also provide policy and decision makers with the means to assess and prioritize freight projects by type and mode and lead to a more comprehensive CFMP.
California TravelWorks (C10/C04/C05/C16) Proof of Concept - Partnership to Develop an Integrated, Advanced Travel Demand Model and a Fine-Grained, Time-Sensitive Network (C10) Implementation Assistance Program – Awarded to the Metropolitan Transportation Commission (MTC) to implement Partnership to Develop an Integrated, Advanced Travel User Incentive Demand Model and a Fine-Grained, Time-Sensitive Network (C10). The MTC is using the best practices in this bundle in order to represent transit accessibility and passenger behavior at a fine-grained level within their respective activity-based travel demand models. This will help to improve many transit-related projects in the Bay Area and Puget Sound regions. A strong partnership exists between the agency partners as a result of previous project experience.

SANDAG will implement best practices from C04 in the Activity-Based Model. The model will be used for important decision making on issues such as managed lanes, tolling, high occupancy, and land-use policy.

(C01) Lead Adopter The California Department of Transportation (Caltrans) will use PlanWorks to improve its collaboration with various regional agencies and partners in corridor planning. Caltrans will widely deploy PlanWorks across the agency through workshops, forums, and outreach to partner agencies.
California WISE: Work Zone Impacts and Strategies Estimator Software (R11) Proof of Concept Implementation Assistance Program – The Association of Monterey Bay Area Governments (AMBAG) is implementing WISE software in the Monterey Bay area to assist 21 agencies with the coordination of planning, programming, and implementation of key transportation projects. AMBAG will build an interface between its regional model and WISE, and will make the final tool available to other small and mid-size metropolitan planning agencies.

California Precast Concrete Pavement (R05) Research The California Department of Transportation has used PCP on numerous projects for rehabilitation of long sections of pavement on I-10, I-15, I-680 and other interstate routes. Major projects using PCP are now in various stages of development from design through construction. Caltrans has completed numerous intermittent full depth repairs using PCP, and is also using PCP for bus pads. Both prestressed and jointed PCP systems have been used, and innovations for rapid placement panels have been developed by industry.

Connecticut EconWorks (C03/C11) Lead Adopter - Tools for Assessing Wider Economic Benefits of Transportation (C11) Implementation Assistance Program – Awarded to the Connecticut Department of Transportation (ConnDOT) to implement Tools for Assessing Wider Economic Benefits of Transportation (C11). ConnDOT is using the best practices of the C11 tool to explore the economic impacts of transportation investments as part of its long-range strategic plan, TransformCT, and to develop staff resources to conduct economic analyses in the future. The C11 tool is also being used for the prioritization stage of the planning process.
Connecticut Precast Concrete Pavement (R05) User Incentive SHRP2 Implementation Assistance Program - The Connecticut Department of Transportation is exploring the use of precast concrete pavement (PCP) technology as a viable option for the repair of joints in 50-100 year-old concrete pavements that have been overlaid with 5–6 inches of bituminous concrete. The agency is also exploring the feasibility of using PCP either as an overlay or as an inlay of existing roads either before or after milling.
Delaware Railroad-DOT Mitigation Strategies (R16) Lead Adopter Implementation Assistance Program – The Delaware Department of Transportation is developing a streamlined master agreement approach to different types of construction projects. The primary goal is to reduce the overall amount of time needed for the Railroad Agreement Process.
Delaware Identifying and Managing Utility Conflicts (R15B) Lead Adopter Implementation Assistance Program – The Delaware Department of Transportation is adopting the Utility Conflict Matrix (UCM) to better analyze, track, and resolve utility conflicts while helping to further demonstrate their partnerships with utilities. Florida Nondestructive Testing for Concrete Bridge Decks (R06A) Lead Adopter Implementation Assistance Program – The Florida Department of Transportation is supporting bridge rehabilitation by the use of technologies that can detect and quantify concrete defects for plan production. The technology will become a part of routine bridge inspections and eventually increase efficiencies in bridge inspections and problem detection.
Florida Managing Risk in Rapid Renewal Projects (R09) User Incentive Implementation Assistance Program – The Florida Department of Transportation (FDOT) will purchase a risk repository system that will provide a means to capture statewide risks, impact costs, probabilities, etc. for future project risk assessments. It will also be used to develop and report on various metrics for evaluating the performance of FDOT’s risk management program and other reports as required by FDOT management.

This study is expected to lead to more effective countermeasures or a better understanding of where additional countermeasures may be necessary. Countermeasures include different types of advance warnings, in-lane rumble strips, and improved roadway delineation.
