Funded in part through the Federal Highway Administration's (FHWA) Value Pricing Pilot Program and Rensselaer Polytechnic Institute, this 2005 study evaluates the Port Authority of New York and New Jersey's (PANYNJ) time of day pricing initiative which was introduced on six total bridges and tunnels in March 2001. These six bridges and tunnels included the George Washington Bridge, Lincoln Tunnel, Holland Tunnel, Goethals Bridge, Outerbridge Crossing, and Bayonne Bridge. As part of this initiative, a new toll schedule was implemented, intended to foster a shift toward off-peak hours and to increase usage of electronic toll collection (EZ-Pass). The main objective of this study was to conduct a comprehensive evaluation of impacts of the initiative on both passenger travel and the commercial sector. In addition, the study conducts research on behavioral, traffic and financial impacts, as well as an analysis of the media and institutional reactions to the implementation of the value pricing initiative.
