Highway Expenditures per Vehicle Mile of Travel, All Units of Government 1957-2000 (Constant 2000 Cents)

Exhibit 6-11

Exhibit 6-11 is a chart that shows highway expenditures per vehicle mile of travel (VMT) for all units of government between 1957 and 2000. The vertical axis measures constant 2000 cents per VMT from 0 to 10.50 in increments of 0.50 cents. The horizontal axis measures the years from 1957 to 2000 in increments of 4 years. There are four lines, one for each type of expenditure. The first, for total expenditures, starts around 8.75 and rises to a peak of 9.75 in 1964 before dropping sharply to 4.75 in 1980. From 1981 to 2000, the line stays fairly steady, going no higher than 5.25 and no lower than 4.25. The second line, for capital outlay, holds the same pattern as the first, but at lower numbers. It starts at 5.25, rises to 6.00 in the early 1960s, and drops to a low of 2.00 in the late 1970s. From there it stays between 2.00 and 2.50 through to 2000. The third line, for maintenance and services, is much more steady; it starts at 2.25 and slowly declines to 1.50 by 1980. From there it continues to decline slowly to 1.25 by 2000. And the fourth line, for other non-capital expenditures, is also steady and at low numbers. It begins at 1.00, rises slowly to 1.50 by 1973, and slowly declines again back to 1.00 by 2000.
