Exhibit 6-28 is a bar graph that shows new starts funding from 1998 to 2003. The vertical axis measures millions of dollars from 0 to 1,400 in increments of 200 million. The horizontal axis has six bars, one for each year between 1998 and 2003. New start funding was $800 million in 1998, $902.8 million in 1999, $980.4 million in 2000, $1,058.4 million in 2001, $1,136.4 million in 2002, and is projected to be $1,214.4 in 2003.
