Status of the Nation's Highways, Bridges, and Transit Conditions and Performance

The Federal Highway Administration (FHWA) Office of Transportation Policy Studies presents the 25th edition of the Conditions and Performance Report. The U.S. Department of Transportation (DOT) has prepared this report incorporating highway (including freight), bridge, and transit assessment of performance and conditions, drawing primarily on 2018 data. The report was formally submitted to Congress on February 22, 2024.

The full report is available for viewing or download in Adobe PDF format. This report meets the requirements of Section 508 of the Rehabilitation Act of 1973, as amended in 1998.

Conditions and Performance Executive Summary

View or download a compilation of the report Highlights and Executive Summaries that we affectionately call the “Little Book.” This summary travels well and is a great resource of important report data.

Transit Supporting Materials

Supporting materials not included in the report but referenced in the Transit Investment Analysis Methodology appendix (Appendix C) include a Data Dictionary (Exhibit C-20), a list of Transit Service Deserts (Exhibit C-21), Transit Service Frequency data by urbanized area (UZA) (Exhibit C-22), and a list of UZAs without generalized Network Transit Specifications (GTFS) (Exhibit C-23). Supporting materials for the Expansion Module Components of the analysis methodology include a list of Data Sources (Exhibit C-24) and Limitations and Enhancements (Exhibit C-25). Information on the Parameters (Exhibit C-25) used in the Transit Economic Requirement Model (TERM) is also presented.
